Islam has given a comprehensive model of life; therefore, the Quran and Sunnah not only address the personal, political, economic, and religious facets of life but also guide believers both in internal and external affairs of a state. It provides guidelines for building relations within the Muslim world and teaches the importance of peaceful coexistence between all peoples. Such friendly relationships between nations aid a country's development and nourish cultural, ideological, economic, and religious harmony. A welfare state is not a creation of the modern period. Islam first popularised it 1400 years ago. In a sense, Islam created the first welfare state in Madina. Thereafter, successor rulers followed suit and adopted the same. Thus, under the terms "Brotherhood between the Muslims," "Madina Treaty," and "Al-Hudaybia Treaty," the founder of the Islamic state, Hazrat Muhammad (PBUH), established admirable accords with surrounding countries. These historic treaties played a pivotal role in protecting the rights of Muslims and non-Muslims in terms of religion, society, and culture. Moreover, the principles laid by the Holy Prophet in these pacts were effectively utilized in formation of “Charter of Human Rights” in 1948 by UNO. Due to the modern Muslim world's deviation from Islam's great principles, a dire scenario has arisen. The idea of an Islamic welfare state seems to be a pipe dream given the new problems the Islamic world is currently confronting.
