Elimination of Child labor and government responsibilities for the education and training of children (In the light of the teachings of the Prophet (Peace and blessings of Allah be upon)

Abstract

Children, the most beautiful and purest creation of God, Children are innocent and they are flowers of heaven. That is why, Islam has given the order to pay merey on them. Children according to Islam, are entitled to get education. This means the children should be given ethical, religious guidance and education. But, when they go out for work, It definitely leads towards the calamity of the nation. They are being forced to work at their age of playing and dreaming. The part or full-time involvement of children below to 5 to 17 years age in the economic activities is defined as child labour. The increasing gap between the rich and poor people of the society has forced millions of child to sacrifice their childgood for the sake of earning money for their family. The common sectros, where the children between the age of 5 to 17 years as found working are construction, agriculture, domestic services, manufacturing, hotels and restaurants etc.
In Islamic Republic of Pakistan, Children are the most deprived and illiterate members of society. Curse of child labour sterns from numberous factors like poverty, Unemplyment, illiteracy, higher population-growth, unavailability of health facilities and many otherreasons. The worst part of this sad practice is that these children mostly remain unable to get education. There are many unfortunate kids in our country who are deprived of their innocent childhood for the sake of earning money for their family.
Being an Islamic state, It is the responsibility of our government to provide all facilities fo life and basic education to the children and it should take some serious steps to eliminate the social evil of child labour. Islam has not given just the teachings but establishes a system where everyone can enjoy his rights.
By helping the poor people not only the government but also the public sector should take some serious steps for removal child labor. Being Mushin country, our rules must adopt methods of teachings which last Prophet of Allah Almighty ﷺ had taken up to educate the illiterate notion. Every individual also should take active participation for the great cause of eliminating child labour from this country.

بچے کسی بھی قوم کا مستقبل اور سرمایہ ہوتے ہیں۔ معصوم بچے کسی بھی سماج میں ایک پھول کی حیثیت رکھتے ہیں جو معاشرے کی ایک انتہائی معصوم اور حساس پرت ہوتے ہیں جن کی موجودگی سے گھروں میں رونق ہوتی ہے اور جنہیں پڑھ لکھ کر ملک کے مستقبل کا معمار بننا ہوتا ہے۔ بچے جس قدر باشعور اور تعلیم یافتہ ہوں گے اسی قدر ملک و قوم کا مستقبل شاندار اور روشن و تابناک ہو گا۔ کیونکہ مستقبل کی تعمیر کا انحصار ان ہی پر ہوتا ہے۔ اس لیے بچے دوسرے تمام طبقات کی بنسبت زیادہ توجہ، زیادہ شفقت اور زیادہ محبت چاہتے ہیں۔ مگر جب حالات سے مجبور ہو کر ان بچوں کو ہنسنے کھیلنے کے دنوں میں محنت و مشقت پر مجبور کر دیا جائے تو یقیناً اس معاشرے کے لیے ایک المیہ وجود پا رہا ہوتا ہے۔ یہ بے آسرا و بے یار و مدد گار بچے آج اس نظام میں اپنا پیٹ پالنے اور اپنی بھوک مٹانے کے لیے سڑکوں پر اپنا رزق تلاش کرتے نظر آتے ہیں۔ یہ المیہ ہر گزرتے دن کے ساتھ زخم کی صورت اختیار کرتا جاتا ہےا ور پھر ناسور بن کر سماج اک چہرہ داغ دار اور بد صورت کر دیتا ہے۔
معاشی بد حالی، بنیادی سہولیات سے محرومی، استحصال، بے روز گاری، غربت اور وسائل کی غیر مصنفانہ تقسیم نے ملک میں اس المیے کو جنم دے رکھا ہے جو بڑھتے بڑھتے ناسور کی شکل اختیار کر چکا ہے پوری دنیا اور خاص طور پر تیسری دنیا کے ممالک میں بچوں سے محنت و مشقت کروانے کی روایت موجود ہے اور اس کے سدِ باب کے لیے اقدامات کیے جا رہے ہیں۔ اس کے برعکس پاکستان میں چائلڈ لیبر ایک سماجی ضرورت بن چکی ہے امیر کے امیر تر اور غریب کے غریب تر ہونے پر قابو نہ پائے جانے کی وجہ سے اب لوگ اس کے سوا کوئی راہ نہیں پاتے کہ وہ بچوں کو ابتدا سے ہی کام پر لگا دیں تاکہ ضروریاتِ زندگی پوری ہوتی رہیں۔ سکول جانے کی عمر کے بچے دکانوں، ہوٹلوں ، اڈوں اور کشاپوں اور دیگر ایسی جگہوں پر ملازمت کرنے کے علاوہ محنت مزدوری کرنے پر مجبور ہیں قوم کے مستقبل کا ایک بڑا حصہ اپنے بچہن کی بنیادی ضروریات سے محروم ہو رہا ہے جو کہ اس قوم کے لیے لمحہ ٔ فکریہ ہے۔ بچوں سے محنت مزدور کا کام لینا دو لحاظ سے زیادتی اور ظلم تصور ہوتا ہے۔ ایک اس لیے کہ یہ عمر تعلیم حاصل کرنے کی ہوتی ہے اور بچے اس سے محروم ہو جاتے ہیں۔ دوسرا اس وجہ ہے کہ اس عمر میں ان پر محنت و مشقت کا بوجھ ڈالنا اور انہیں مسلسل جسمانی مشقت میں مصروف رکھنا سراسر زیادتی ہے۔ انہیں جائز تفریح کے مواقع نہیں ملتے جو ان کی ذہنی نشو ونما کے لیے ضروری ہیں۔ اس طرح تعلیم و تربیت سے محرومی کے ساتھ ساتھ ان پر ذہنی اور جسمانی نشوونما کے دروازے بھی بند ہو جاتے ہیں۔
درج بالا حالات و واقعات کے پیش نظر مقالہ ہذا میں بچوں کے اس سُلگتے ہوئے مسئلہ کا تعلیماتِ نبویﷺ کی روشنی میں حل تلاش کرنے کی ایک حقیر سی کوشش و کاوش کی گئی ہے۔
